Prior members of the Bachmann Hess Legal Team, Jeffrey Grove and David Delk moved forward and launched their new law firm in October 2012 in downtown Wheeling. Jeff Holmstrand joined the firm as a partner in 2016, and Paul Tucker, who is also a prior member of the Bachmann Hess Legal Team, is of-counsel with the firm.

Jeffrey Grove

Jeffrey Grove is a 1989 graduate of The Pennsylvania State University and obtained his law degree in 1992 from West Virginia University. Jeff is licensed in West Virginia and has spent his entire legal career representing individuals and corporations in the Ohio Valley. In his 20 years of practice, Jeff has focused his work on civil litigation and has represented clients for a variety of claims including personal injury, environmental, product liability, medical negligence and employment litigation, to name a few.

Jeff Holmstrand

Jeff Holmstrand obtained his law degree from the University of Michigan in 1987. He joined the firm in 2016 and focuses his statewide practice on defending products liability, mass torts/class actions and complex insurance disputes. He has both acted as lead trial counsel and worked with national counsel in cases involving a wide variety of products including tobacco, prescription medicines, chemicals, and motor vehicles and their tires. Jeff has an active appellate practice. Over the years, he has handled dozens of cases before the West Virginia Supreme Court; the United States Court of Appeals for the Fourth, Sixth, Eleventh and Federal Circuits; and the United States Supreme Court, including a successful certiorari petition on behalf of an incarcerated prisoner.

David Delk

David Delk is a 1991 graduate of the University of Virginia with a B.A. in both history and foreign affairs. In 1994, he graduated from the William and Mary Law School in Williamsburg, Va. While in law school, he served as president of the Student Bar Association and was a senior staff member of the William and Mary Law Review. David has been practicing law in the Ohio Valley since he moved here in 1995. He is licensed to practice in Ohio, West Virginia and Virginia. He is a member of the Ohio County Bar Association, the West Virginia State Bar and the American Bar Association. David’s law practice focuses on personal injury, medical malpractice, insurance disputes and employment disputes.
